outlook won't start - inbox repair tool won't run

Still having trouble - have string of emails from 1/31 but no solution -
outlook says run scanpst.exe; tried, it says pst file is open - I have
nothing running that I am aware of that would tie to the pst file.
Rebooting, safe mode, last good configuration, none of those things help.
Ideas?

Is Outlook closed when you run the repair tool? Check your task manager >
processes to make sure outlook.exe isn't running.

yes, outlook is closed, the task list is empty, outlook.exe is not listed
under the process tabl.

Do you have any DeskTop search tool running, or any other software syncing
with your data file, eg a mobile?

No, I have nothing running with it - no mobile, no other outlook account, no
fax, nothing. ?

No, I have nothing else running, there isn't anything I can turn off or
disconnect - no mobile, no fax, not even a printer. Just a laptop with basic
software, no extras. ?

Been using this for a while, all was fine, nothing has been added but I'm
stuck in this dilemma where outlook won't run and repair thinks the pst file
is in use so also won't run.

Does this still happen if you restart the PC and run scanpst.exe without
opening Outlook?
