Try this solution. It worked for me.

According to the error message, this issue can be caused
by one or two not-registered DLLs or corrupted profiles.
I suggest that you re-register the MSRDO20.DLL and
OLE32.DLL files and let me know the results.

1. Click the Start menu-> Run.

2. In the Open box, type "Regsvr32 C:\Windows\System32
\MSRDO20.DLL" (without the quotation marks) and then
press Enter. {Note the spelling is MSRD,letter O, 2, zero}

3. When prompted with the "DllRegisterServer in
msrdo20.dll succeeded" dialog box, click OK.

4. Repeat the above steps to re-register OLE32.DLL. You
can type "Regsvr32 C:\Windows\System32\OLE32.DLL" in the
Open box.

5. Restart your computer.

6. Open Outlook 2003. Click "Detect and Repair" in
the "Help" menu. (I understand that you have tried this
step before, however I suggest that you detect and repair
Office again after re-registering the DLLs.)

7. Restart Outlook to see if the problem is resolved.

I have marked outlook to use Word as my default editor.
I have Office 2003. Every time I try to write a new email
I get the message "Interface not Registered" or a mesage
that Word was not found on the computer.....OLE
registration problems...RUN Setup again".
