Outlook XP 2002 Attachments

Any attachments that I include in Outlook XP 2002
specially those from the web incoming or outgoing are
blocked as unsafe. No matter what are the attachments
they are automatically blocked as potentially unsafe and
can not be sent or receive. Please help.
