Outlook XP cannot send to multiple email address with an attachment

I have a client who tries to send an email with an attachment to
multiple email addesses. when they hit send outlook tries to send the
email. This processes for about 3 minutes then another sending process
starts. This continues until the cancel all tasks is hit.

I have removed office and reinstalled. Applied all MS updates for
office xp and windows xp. latest office xp service packs applied. I
have removed the profile and created from scratch. This has had no
effect.

Any Ideas.
