Outlook XP - Cannot Start in the Outlook Today Folder

My Outlook XP will not start in the Outlook Today folder.
The Tools > Options > Advanced Options setting
for 'Startup in this folder:' is set to Outlook Today.
However, I've found that regardless of what I set this
to, Outlook will only start in the Inbox.

Any suggestions?
