Outlook XP gives error when using "Send to mail recipient"

When I want to use the Send to mail recipient in MS Access or in
Windows Explorer, then I get an message from Microsoft Outlook "The
operation failed due to network or other communication problems, check
your network connections and try again".

I tried to do the following to solve this issue, but no success.

Click Start, point to Find, and then click Files or Folders.
In the Named box, type Normal.dot, click My computer in the Look in
list, and click to select the Include subfolders check box.
Right-click the Normal.dot file in the list of found files, and then
click Rename.
Rename the file Normal.old.
Restart Outlook.

It sounds like Exchange forms have registered themselves as the
default for
your machine. You need to rerun Outlook setup and select the
corporate
component.

- rename MAPI32.DLL to MAPI32.OE5
- rename MAPI32X.DLL to MAPI32X.OE5
- rename MAPI32.OL_ (or possibly MAPI32.OLD) to MAPI32.DLL
- rename MAPI32X.OL_ (or possibly MAPI32X.OLD) to MAPI32X.DLL
- try starting Outlook

Microsoft's Personal Folders Backup add-in for Outlook 2002 has become
a
trojan (due to a security "feature" in Outlook 2002). Make sure you
disable
it (under Tools -> Options -> Other -> Advanced -> COM Add-Ins) or
uninstall
it.

Above solutions didn't work or weren't applyable on the issue.
Hope someone knows a solution...
