Outlook XP Rules Not Processing

Hi - I'm running Outlook XP on Windows XP Pro with all the latest patches.

The e-mail account is an SMTP e-mail account. I actually have three
accounts set up.

I have rules that run (used to work perfecly but not since rebuilding this
PC) on the Inbox that when an e-mail comes in from a person in a particular
Outlook Address Book, that e-mail is moved to a particular folder.

When I try to run the rule manually, nothing happens. They used to just work!

I have this set up on another machine (and even tried exporting those rules
into this machine) and it works just fine.

Any idea where to start looking for a culprit?
