Outlook XP SP3 does add dial prefix

When I try to use the dialler within Outlook XP to call
people who's details are in my contacts, Outlook no longer
add the dial prefix (9) for an outside line. This used to
work but seemed to stop recently.

The dial prefix is configured in Windows 2000s dialling
rules. When you look at it in Dial-up networking it shows
at the foot of the window "Phone number will be dialled as
9 01235 xxxxxx". When you look at the dial properties in
Outlook the same window displays '"Phone number will be
dialled as 01235 xxxxxx".

Is this a known bug with Outlook XP (either SP3 or outlook
in general)?
