Outlook XP SP3 Outbox Delay

Prior to upgrading to SP3, all my messages went to the
outbox and stayed there until I clicked send/receive again.

I am unable to do the same after composing the message.
It goes straight to the outbox and automatically sent.

The rules wizard only allows actions after the message is
sent.

Any help or ideas?

Do you have "send immediately when connected" checked?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
