My DSL connection is having problems, goes in and out, but when in it still
cannot retrieve messages on Outlook. My error message says "failure to
connect with POP3 server but I can connect on Netscape.

Please help.

I was under the impression that Netscape's mail service cannot be used with
Outlook, but maybe that's just a rumor.

Perhaps I was not clear. I could not retrieve messages in Outlook, had to
use Netscape instead.

How do I get Outlook unblocked? It retieves 50%, then freezes.

Try enabling diagnostic logging and see if anything untoward shows itself.
