Outlook's behavior for picture drag and drop.

Outlook and Outlook Express (Windows Mail on Vista), drag and dropping
pictures to HTML mail editor, they don't do what we normally expect.
The pictures are not inserted into the editing area but get added as
attachments. For text messages this behavior is reasonable, but why for
HTML messages? On Thunderbird, drag and dropped pictures are inserted
into the message. I think when people are drag and dropping picture
files (such as .jpg, or .png) into 'HTML' message body, they normally
expect them to be inserted into the body, not added as attachments. I'm
just curious about why Outlook and Outlook Express is programmed to act
like this?
