Outlook's secure temporary folder

I've been running into the problem of not being able to open attachments from
Outlook. It is due to the registry setting for Outlook's
OutlookSecureTempFolder pointing to the IE temporary folder. When I run into
the problem, I go change the key to a different folder and opening
attachments start working again. After a month or two, I run into the same
problem again. Would anyone know what would change the registry setting back
to the IE temporary folder?
