"Outlvba.dll is not a valid Office Add-In?

I'm using MS Office 2003 and I'm getting the error message "Outlvba.dll is
not a valid Office Add-In? It pops up as soon as I get into Outlook. How do
I fix this?

As a result of this error, I can Send or Receive messages in Outlook.
