Outook 2007 and Vista Ultimate

I have just installed a clean install of Office 2007 on a new laptop with
factory set Vista Ultimate. Every time i open or close outlook, it goes to
the configuration screen as if it is installing for the first time. It takes
about 5 minutes, then goes away and i can use Outlook with no issues. I have
tried removing and reinstalling, repairing, and i even reset the laptop to
factory configuration and made sure that the Office 2007 was the first
program i installed. The laptop is an Acer Aspire 5680, brand new out of the
box. Any help with this would be great since it is very annoying. Thanks

i have just installed Office 2007 SP1 and it did not solve the problem....

Hi joeboy,

This issue is mostly caused that the current user or the SYSTEM account doesn't have proper permission to register/configuration Office
2007. And then, each time when you start Outlook 2003, it will try to configure it.

Follow the steps below to see if it works fine.

#1 check the permission
=======================
1. Click Start > Run > Regedit, click OK.
2. Locate the following registry key.
3. HKCU\Software\Microsoft
4. Right click it and choose permissions
5. Make sure that the System account, Administrators, and the current User have Full Control permission.

Restart Outlook 2007 several times to test the issue again. What is the result?

#2 Install the latest version of Windows Installer
===============
Download and install the latest version of the Windows Installer (Instmsiw.exe) from the following link.
http://www.microsoft.com/downloads/...FC-5F56-4A38-B838-DE776FD4138C&displaylang=en

#3 Log on as a local Administrator account on the Laptop. Start Outlook 2007 several times. What is the result?

#4 If the specific user doesn't have Administrator rights, assign admin rights to it. Log on the user account and start Outlook 2007.
Restart Outlook 2007. What is the result?

Thank you for your quick response. I did check all permissions are correct.
i have only one log on, and that is as administrator. but all permissions
for local user, system and adminstrator have full control. all boxes checked
except special permissions
-- tried all suggestions except downloading windows installer 3.1, i am
running vista ultimate and it is my understanding it comes with windows
installer 4. Was that advice correct. i would assume that i would not have
to go backwards. anyway no luck with your suggestions....any other
ideas?....thanks again

today, to try and resolve my problem with outlook, i upgrade my vista
ultimate to sp1, i uninstalled office 2007, rebooted, reinstalled office,
upgraded to office sp1, made sure all the permissions were set appropriately
and launched outlook. this time outlook does not try to reconfigure on
launch, but when i close the program, it wants to reconfigure. if i interupt
and try to launch, i get error "app failed to start because MSVCR80 was not
found" i am then forced to repair the installation, then back to the same
problem...

Does the issue only occur with Outlook 2007? When you start Word/Excel 2007, what is the result?
Take a screen shot of the exact error message and send it to me at (e-mail address removed).

How to take a screen shot, please follow the steps below:

a. When screen shows up, press the Print Screen key (right of F12 key) Note: nothing will happen.
b. Open MS Paint program (click Start menu > type mspaint, press ENTER).
c. Click Edit (menu) -> Paste or press Ctrl + V.
d. Click File (menu) -> Save. Save it as a *.jpg file and send it to me as an attachment.

I understand that you have uninstalled/reinstalled Office 2007. When you cancel the configuration, you will get an error about
"MSVCR80 was not found" when restarting Outlook 2007. Please continue to the steps below.

#1 check the addins
===========
Based on some reports, the EdataSecurity addin will cause such an issue. I recommend you to temp disable all outlook addins to test
the issue. Thus, we can narrow down if the issue is caused by the addins in Outlook.

1. Start Outlook 2007.
2. Click Tools menu > Trust Center > click Add-ins > select COM Addins > click Go.
3. Uncheck all the com addins. click OK.
4. Restart Outlook 2007. What is the result?

If it works after disabling the addins, please enable the addins one by one to see which addin cause this issue.

If the issue persists, go to next step.

#2 Start Outlook in Safe Mode
======
1. Quit Outlook. Click Start menu, and click Run.
2. In the Open box, type: "Outlook /safe" (without the quotation marks).
Notes: There is a space character between Outlook and the forward slash (/).
3. Click OK.

#3 Create a new Outlook profile
======
1. Quit Outlook. Go to Start menu > Control Panel > Mail, click Show Profiles
2. Select the "Prompt for a profile to be used" check box. Click Add¡
3. Type the profile name as "new outlook profile", click Ok.
4. Select Add a new e-mail account, click Next. Follow the wizard to configure your account in the new profile
5. After you restart Outlook, choose the new outlook profile to open it. What is the result?

I select tools > Trust Center > Add-ins > COM Addins and then select
Aplly macro security settings to installed addins (something like
that).

And restarrt outlook.
start it and you see question witch addin to trust.
I select to trust any...then I look into Trust Center:
I see inactive addins:
OUTLVBA.dll
OAadin.dll
btsendto_office.dll
mssphtb.dll

Outlook works fine since then.

problem solved....turns out that the laptop i am using the acer aspire 5680
has some of its own software for data protection....the problem was being
cased by an addin called "eData Security for Outlook"....i may have caused
the issue myself, since i turned most of the additional services off through
the management console...by unchecking this addin in the Trust Centre it
cleared up the problem...thank you both very much for your assistance....have
a happy holiday season....

I have a quite similar problem: I've loaded the "MSVCR80.dll" file directly
from the installation cd to the office directory, and now the error message
(MSVCR80.dll doesn't exist) doesn't appear any more. However outlook still
doesn't work when run it from the quick launch icon or directly from the
directory..

However when i press the "E-mail" hotkey on the laptop, or "E-mail" in the
Start menu it works!?! I don't understand why, but I've tested and retested
several times.

Does these links start with any paricular attributes (that I could assign to
other shortcuts)

If anyone knows, please post..

I don't know if this si the same or similar problem. After installing Vista
SP1 I cannot start Outlook 2007 -- get the missing msvcr80.dll message.
Tried removing then reinstalling outlook and didn't help. I also notice that
when I start Explorer and Services I get the "Windows installer" starting but
then hanging without doing anything.

I cannot do anything about any addins because I can't start Outlook

Emily, I'm hoping you can help me also. I have a similar situation to
joeboy's problem. I am using an Acer TravelMate 2480 with Vista Premium, and
I'm aware that it seems to be an Acer issue. I've changed the registry key
(under the Microsoft Office Addin.OAddin, I changed the LoadBehaviour to both
0 or 1; neither works); I've tried to download the MSVCR80.dll file manually;
I've tried to configure the user permissions; and I've tried repairing Office
and the like. I can't reinstall the software because I downloaded it as part
of Microsoft's Ultimate Steal program, and I don't think I saved a copy of
the download. Could you please assist? Thanks so much!

I also have the same problem. When I start Outlook from my start menu or my
quick launch button, it opens fine. However when I use a shortcut, it does
not want to open due to the MSVCR80.dll missing error.

If anybody knows a fix to this problem, please repost. Thank you!

I have read through the various solutions to the Outlook MSVCR80.dll problem.
I could not uncheck the Outlook add-in for Acer security (I also have an
Acer 5680): I was told I cannot do this (add-ins registered in
HKEY-LOCAL-MACHINE cannot be changed). The permissions, as viewed in
Outlook, were correct. HOWEVER, I right clicked on Outlook.exe and found
that permission for 'full control' was not ticked, contrary to what I saw
from inside Outlook. I enabled permissions for everyone and the problem was
solved.
