outook wizard cannot create out of office!

I cannot create a message from the Tools menu and click Out of Office
Assistant.
This is very frustrating!
The wizard thing is no help.

Does the tools menu not work or out of office wizard? What happens when you
try? What errors do you get? What version of Exchange server do you use?
