Output to (html)

I have a report that I want to create a process button to output it to a html
document to send in an e-mail. I have created a macro to process the
command. But when I run the macro it is getting stuck on the output file to.
Where should I output the file to? I used this path:

C:\Documents and Settings\All Users\Documents

Then under the template file I used this

C:\Documents and Settings\All Users\Documents\NPCNoticifcation.html

But this is not working. What am I doing wrong. I have never done this
before.
