Over-Under Chart Representation

Wondering if anyone can help me out...

I have this file..

It's a listing of current staff, current projects and then the
reasonable number of staff needed to complete the projects.

Basically, I need 1 staff member for every 2 projects.

What I want to see graphically is a line that is horizontal which
indicates a "perfect situation". Which is enough staff for the current
projects. For example 10 staff and 20 projects.

In this instance there would be no fluctuation in the graph.. just
flat....

But say I am short staff... I want to see a representation of this with
a line that drops below the "perfect" line...

Ideally the line will be in the center of the graph and when I am over
or under staff the line will rise or fall....

Dru -

Tie the height of the line to a value in a cell, and adjust this value
to make the line rise or fall.
