Overriding Save functionality in Word

Is there a way to override the Save As dialog in Word/Excel/Powerpoint
and other office applications (Office 2000, 2003, 2007)?

I need to synchronize all local file saves to a central server and
asking the user to fill out a form in the process. This would require
overriding the Save As dialog at the minimum and control the Save
functionality itself, as it is called when closing a dirty file or
from hotkeys. The other requirement is to avoid the use of scripting.

Is there any programmatic way to hook into office at such a level and
achieve this sort of customization? It seems like Sharepoint can do
it, but is the API sharepoint uses publically available?

Any tips, links to articles, references to APIs would be immensly
appreciated.
