Overwriting Actuals during Time Sheet Approvals

We have been having ongoing problems with a specific task on a workplan
during the last several time sheet approvals. The task shows 300 hours of
work with 240 actual hours. The users timesheet also shows 300 hours and 240
hours of work. The user submits another 30 hours to the task through the
timesheet. The project manager approves the timesheet, and it overwrites the
WORK and the Actual hours to date in the work plan with 100 work and 64 hours
of actual work. Are there any switches either in Project Server or Project
Professional that would allow the actuals to be overwritten?? Any insight
appreciated.
