OWA calendaring--need 15 minute blocks on calendar

We're using Exchange Server 2003--in OWA the calendar
will allow me to make a 15 minute appointment but the
calenar appears to be set in 30 minute blocks only--in
Outlook client, the calendar does show in 15 minute
increments--why doesn't OWA allow the same?
