OWA Contacts missing distribution list

Outlook 2003
Windows XP

When accessing contacts through OWA a distribution list can not be found.
It appears when using Outlook on the PC. It's a contact that has been
there a long time so I don't think there is any sync issues. Is there a
reason that a distribution list (created by a user) would not show up in OWA?

Is the DL in the contacts folder of the mailbox or in a PST folder? It
needs to be in the Mailbox.
