OWA does not process Calendar changes...

Have OWA users who are not able to make changes to public
calendars. Both internal and external OWA users sent
requests to Calendars but the requests are not processed
by Exchange 2000. Outlook users have no problem making
changes to the same Calendars. Any ideas what could be
going on in this case.
