OWA issue opening files from Public folders

What would cause OWA for Exchange server 2003 to not allow users to open
files in Public folders. Whenever they do, they get an error message that
they are not authorized to view the files.

If they navigate to these files via Outlook 2003, they are able to open them
just fine.
