OWA not prompting for network authentication

We use OWA (exchange 2003) with RSA Ace server authentication. I have a
client that is trying to get in. He passes the RSA Ace fine, but instead of
then prompting him to log onto the network, he gets page cannot be displayed.
I had him clear cookies and temporary internet files (win xp), but that
didn't help. I know it's his machine, because I can log on here on a spare PC
as him in OWA fine. Any ideas?
