OWA time zone issue

I have an Exchange 2000 server (SP4/Windows SP3)

In OWA, when you hover the mouse over an appointment, is shows the correct time.

If you double-click the appointment and open it, the time is off by 1 hour.

If you open the Calendar in Outlook, time is OK.

WHY?

Ask in an Exchange group as Outlook Web Access is a function of Exchange,
not Outlook.
