OWC and languages

Hi!

We are having a problem using multiple languages with OWC.

I can get a chart on my webpage, but i just have a problem when changing the
language.
The way of changing the codepage doesn't show the expected result. Another
way of changing the character set by html meta-tags doesn't help.

Is there a way to change the character map and how?
Any ideas?

The important language to support is Russian.
