OWC Spreadsheet - Format cells design time?

I am running Windows Server 2003, IIS 6.0, Microsoft Office XP full version,
VS.NET 2003 - ASP.NET C# Project.

In VS.NET I include component: OWC10.dll
I can now drag Microsoft Office Spreadsheet on my new WebForm.

I would like to make cell A10 yellow background. But I CAN'T right-click on
spreadsheet and SELECT EDIT anymore!!!

I CAN do this in VB.NET or C#.NET project or in ASP.NET project on another
machine running Win2000 ASP 5.0 with lockdown tool.

Is this some security issue? ActiveX can't run in design time? Please help!

The issue relates to licensing. I suggest you re-install the component on
the desktop to fix the issue.
