Owner field in Risks

Does anyone know how these names are populated? I see it's a look up table,
but I"m not sure where it pulls the names from. I'm assuming it that the
"Assigned to" field populates the same way. I just need to know how to
populate it with the names I want in there. Or does it pull it from the ERP?
