Owner vs Manager Question

I know to transfer ownership of tasks in the workplan that you can go to
Republish Assignments and become the Manager of these tasks. Is there a way
for an Administrator to assign the Manager of the tasks in the workplan,
without the Team Lead having to login, check-out the plan and republishing
assignments to take ownership??

No, the actual person who will become the Manager must open the project and
republish the assignments with the "Become the manager for these
assignments" option selected. The Administrator can change the Owner of the
project in the Project Center page by selecting the project and clicking the
Edit button. Hope this helps.
