P11 Special Characters... Is It Safe Yet?

I've been told in the past to avoid using special characters anywhere in the
system with P10 (Project Server 2002) and P11 (Project Server 2003)...

However, isn't there a recent servicepack / hotfix which SUPPOSEDLY fixes
the issue with special characters? If so, then does it really work?

If special characters are still not safe, then are some less desirable than
others if I need to use them?

Sorry, there is no such animal. Let's hope it's resolved in P12
