To do so you must purchase the appropriate version of the Office
Developers Edition. This lets you create a package containing the
database plus a "runtime" version of the Access executable, which can
be distributed royalty-free.

To clarify, though: this doesn't mean they can simply run reports from
the CD. The runtime package must be installed from the CD to the user's
PC.
