Package Won't Install

I created a relatively simple database using Access XP Developer. Then I
created the package for installation on a machine without Access. When I
tried to install it on machines running either Windows XP or Windows Vista, I
get a message that says, "You must have Windows NT 4.0 SP6 or higher."

This makes no sense to me since, of course, Win XP and Vista are both
"higher" than Windows NT 4.0 SP6. Does anyone have any thoughts about how to
deal with this?

You may receive error messages when you install an Access 2002 runtime
deployment package on a computer that is running Windows XP SP2,
Windows Server 2003, or Windows Vista
