Packaging Access Databases

I believe that I have installed the 'Access 2003 Developer Extensions' from
the Visual Studio Tools for Office CD (the Visual Studio Tools for Office CD
Beta Version 2003)

The packager is not on the Start Menu....
Am I doing something wrong
Is there a next step
Or do I have the wrong media
