Packaging Wizard opens db executing trigger

Using Office Developer XP packaging wizard, each time I start it, even
if updating a previous package, it opens the access database I'm trying
to deploy to check for references. Problem is I use a runonce property
to trigger the first time the db is opened by the end user and the
wizard is triggering it. Any work around? I can replace the file
after the wizard is complete in the support folder, but not in the CAB
file.
