page border must be set each time

Each time I start Word 2003, the top margin is set to the top of the page. I
have to open format>borders and shading>page border>options and click ok (the
default settings are ok). Then the top margin drops where it should be.
Tried replacing normal.dot and repairing Word 2003. Neither worked.
