page break appears between tables

I'm creating minutes - I have a table of one row, two cells, containing
apologies and members present. The cells are the same size.

Under this I have another table, one row, two cells. The left cell is about
90% of the page width, with the minutes, and the right cell contains initials
so people can pick out anything that relates to them.

Once I've entered the bulk of the text, a "page break" appears between the
two tables, so that the second table starts on page two. The show/hide button
doesn't show a page or section break there, and selecting the second table
doesn't give the "move" icon at the top right.

The whole document is usually about three pages long. Sometimes this problem
goes away - but I don't know what cures it. Any suggestions? Or is there a
better way to get this layout?

TIA

Perhaps "Page break before" has been used on the second row instead of a
manual page break? This does *not* split the table, so in fact the two rows
are part of the same table.

I've actually created two separate tables, and I can't find any breaks at all
in either table. It seems odd that it displays and prints OK until I've
entered te bulk of the text - could it be that I've simply got too much text
for one cell? Should I try splitting it into several rows?

If you are not allowing the row to break (Table | Properties | Row), then
this could certainly be the case.
