Page Break: blank page with header follows data pages

I've read a number of InfoPath labs online and threads in the user groups and
have learned a lot - but don't see the solution to a current InfoPath
challenge I'm encountering.

I've designed an InfoPath form and entered a page break between repeating
sections in the form to ensure that the "8 Steps to Win the Store" sections
end up on separate printed pages. No matter where I've placed the page break
in the design mode (inside the repeating section dotted lines, outside of the
repeating section), it seems to print a blank last page, carrying over the
header and no data.

Stated another way, if I have two pages of data, the natural assumption is I
will get two printed pages, however InfoPath prints three - two with my
data, and a blank third that only carries the header. Any ideas on how to fix
this issue? Maybe some kind of conditional formatting code that I enter?
