I am working on a document where the first line of page 2 is formatted with a shaded border. The previous manual page break is automatically formatted with the same shaded box. Section breaks solve the problem, but hopefully this bug will be fixed soon.

Based on your very brief description it sounds like expected behavior, not a
bug, and is probably caused by a combination of:

Using Manual Page Breaks rather than using section breaks or Keep with Next
paragraph formatting,

Formatting "on the fly" using direct formatting rather than using Styles,

Creating a manual page break while in a paragraph which has borders/shading
applied directly.

Directly applied formatting attributes of a paragraph are carried forward to
the next paragraph when you press return or create manual page breaks.
Borders & shading are para formatting attributes just like Space Before,
indents, tabs, etc. so they get carried forward in the same way.
