Page break preview blue lines do not work in 2003

In Excel 2003 i can not get the blue lines to move in the page break preview
mode. It worked before but stopped working after I in installed a Windows or
Office update. I belive it was one off the service packs that came out late
this past summer when it happened. Any ideas?
