That is the way the page was designed.
A floating layout will adjust to fit the available width, A fixed width
layout will remain a fixed width - wide screens will increase the size of
the margins.
But note that '17" wide screen display' has nothing to do with page
rendering. Browser width (in pixels) governs that.
