Page margins are jumping

I have a document set-up using section breaks and same as previous headers.
All header, top, left, right margins are the same. The bottom margin is the
only margin thatchanges for pagination purposes. While flipping through
print preview, the header (top left) margin is jumping slightly. Every page
is set to top alignment/new page. When i click in and out of page setup to
correct this problem, I notice the margins jump again. Any ideas?
