Page Number and Table of Contents

When I try to set up Page X of Y, I get this: "{PAGE \* mergeformat } | Page"
and when I try inserting the Table of Contents I get this: "{TOC \o "1-3 \h
\z\u}" what am I doing wrong or what setting is turned on or off?

Press Alt+F9 to switch from field codes (what you're seeing now) and field
results.
