....it can be done by using Format Page Number in the way that you describe,
then
a. use Alt-F9 to reveal any { PAGE } fields
b. delete the \*Mergeformat switch as necessary
c. add either a \*Arabic switch or a \#0 switch

You can do the first one, but not the second one.
To have the "front matter" pages numbered in roman, insert one Section
Break New Page where you want the regular page 1 to start. Go to the
Headers & Footers of the first page of your document, select "Format
Page Number" (the 3rd, IIRC, icon on the little toolbar that appears),
and change the format from 1, 2, 3 to i, ii, iii in the dropdown.
Insert your page number where you want it (if you haven't already done
it).
Then click Next Page until you get to the first header of Section 2.
Unclick "Same as Previous" on that little toolbar. Again choose Format
Page Number, set the numbering to 1, 2, 3, and set "Start At" to 1.
When you click back on your page, you'll see the numbering as you want
it.
