Page numbering vs. Section Numbering

I am trying to format a document that identifies Page X of
Y in a Section and Page X of Y for the entire document.
I'm trying to get this basic format and my challenge is
specifically the sequential page number is a section

Form 1, Page {Sequential Section Page} of {SecPageNum}
Document Q, Page {Page} of {NumPages}

to get it to look like:
Form 1, Page 3 of 8
Document Q, Page 12 of 18

Any Advice?

Although I'm anxious to see how the experts would solve your riddle,
my advice would be don't do it. While it will make an incredibly
tidy little package the first time out, it will be a nightmare for
revisions, particularly if you wind up revising some of the total
work without revising all of the total work, e.g., you change Form 1
but not Form 2 in Document Q.

Unfortunately no choice in the matter.
This is how they do it here. Historically what they've
done is forced a section break with individual footers on
each page (yeah, a hassle). The Document I'm working with
this time however has a table which spreads across more
than a page, so I can't (or don't know how to) "Section
Break" to force the numbering as I want.
