Page numbers and indexing in Word 97

I routinely use Word's indexing features without any problems, but am having difficulty with this one

The document has about 30 pages, beginning with No.69. Having tidying up the document, I go to the index, press F9 to refresh, and the index refreshes correctly. However, if I then go back to the first page, its page number has changed to 67. Going to the index and pressing F9 again, produces an index that now starts from the 'new' page 67

I have tried everything I can think of to solve the problem, including

Deleting all page numbers and starting again from scratch [problem recurs
Putting two blank pages before the 'real' first page and starting them at No.67 [paging then goes, 67-68-67...etc
Cutting text from the document and pasting into a new document [problem recurs

Ideas anyone

I can't explain why updating the index would change page
numbering. Still, it's worth checking the following:

On the File menu, choose Page Setup. In the Page Setup dialog
box, click the Layout tab. Make sure that "Section start" is set
to "Next page", and that "Apply to" is set to "Whole document".
Click OK.

Now, when you set the desired starting page number, does Word
behave as expected?

I'm afraid not, but thanks for taking the time to give the advice. The page numbers still act in exactly the same way
