That suggests that the recipient is opening the attachment directly and has
Reading Layout view (Full Screen Reading View in Word 2007) enabled. There
is nothing you can do to affect this from your end except make suggestions:
1. Suggest that the recipient not open the attachment directly but instead
save the document to the hard drive first and open it from there. Since Word
uses RL/FSR view only for attachments, the document will open from the HD in
the view in which you saved it.
2. If the recipient is not willing to go to this trouble, suggest that
he/she disable RL/OSR view for attachments: in Word 2003 or earlier, disable
Reading Layout view at Tools | Options | General. In Word 2007, disable Full
Screen Reading at Office Button | Word Options | Popular. (This will not
prevent users from using this view; it will just stop Word from opening
attachments in this view.
3. If the recipient is not willing to do either of the above, then suggest
that he/she will have to update the TOC with F9 after switching to Print
Layout view.
