Page opens at bottom

When I access a page it opens at the bottom. In order to see the top of the
page I must scroll up. I've tried putting the cursor at the top when I leave
the page. Sometimes that works, sometimes it doesn't. I can't seem to find
anything in the options that will help me.

OneNote will open pages to the previous spot where you were looking at
the page. However, if you just scroll around the page without making any
changes your new location won't be saved, to avoid making changes to the
file every time a page is viewed. However, if you want a particular page
to open at a particular location, you can trick OneNote into resaving
that page by making an edit that doesn't do anything, such as by adding
and removing a space.
