Norm,
You are right. When a document has sections, you need to call out the
section numbers and pages ranges (or just the section by itself if you want
the whole thing). Click in the section and you'll see the section
information in the info bar at the bottom of the page.
Since I'm at work, I've clipped the help text from Winword shown below
between the lines. I believe it is identical. I was plenty happy when I
discovered this! Hope it helps you out too.

Print specific pages and sections
You can print specific pages, one or more sections (section: A portion of a
document in which you set certain page formatting options. You create a new
section when you want to change such properties as line numbering, number of
columns, or headers and footers.), or a range of pages in more than one
section.
On the File menu, click Print.
Under Page range, click Pages
In the Pages box, type instructions to print one of the following:
1)Noncontiguous pages
Type the page numbers with commas between them. Type the range of pages with
a hyphen between the starting and ending numbers in the range.
For example, to print pages 2, 4, 5, 6, and 8, type 2,4-6,8
2)A range of pages within a section
Type p page number s section number.
For example, to print pages 5 through 7 in section 3, type p5s3-p7s3
3)An entire section
Type s section number.
For example, type s3
4)Noncontiguous sections
Type the section numbers with commas between them.
For example, type s3,s5
5)A range of pages across sections
Type a range of page numbers and the sections that contain them with a
hyphen between the starting and ending numbers in the range.
For example, type p2s2-p3s5

Actually I do understand what 1,3 means and under a normal word document I
do not seem to have a problems. But.....
I think what may be happing here is I am not refering to the section
number
and simply putting down the page number. In other words I beleive I must
refer not only to the page but the section too.

You have to do it EXACTLY that way. If you do, it
works.
The most common problem is with documents that contain Section Breaks.
Unless you specify thee section number as described in the Help, you will
get some very weird results
