Page scrolling more than one screen

Under certain conditions (currently observed in a document containing
inserted in-line tiff images), a click in the vertical scroll bar causes the
document view to scroll significantly more than one screen height. In a
region of the same document containing no images (just text), the scrolling
is correct.
