I am currently writing a manuscriipt that requires 1 inch
margins all the way around. I have specified that in my
page set-up. The problem I am having is that in order to
keep my bottom margin at one inch, I must end each page on
line 23, but on several pages the cursor jumps down to the
next page after twenty-one or twenty lines have been
written, making the bottom margin more than one inch from
the bottom of the page. How can I correct this?

This is Word's widow/orphan control, which is turned on by default. Word is
trying to prevent you ending up with the first line of a paragraph as the
last line on a page, or the last line of a paragraph as the first line on a
page (which is are considered egregious typographic sins). Go to Format >
Paragraph > Line and Page Breaks and clear the checkbox to turn it off.
